The exploits of Robert Sands, a U.S. government superspy, as he tries to stop Horatio Black, a mad scientist, from carrying out his threat: unless he is paid one billion dollars, he will blow a hole in the ozone layer which protects the Earth from the sun’s rays, and expose millions of people to radioactive poisoning.
